Hilary Young is board certified in Health Law by the Texas Board of Legal Specialization, focusing on regulatory, licensing, and administrative aspects of health law. She provides comprehensive counsel to institutional healthcare providers on compliance with state and federal regulations, including the Emergency Medical Treatment and Labor Act (EMTALA), and represents providers in government surveys and administrative enforcement proceedings. In her practice, Young advises healthcare institutions through complex regulatory matters and defends providers in government surveys and enforcement actions, with particular emphasis on EMTALA compliance and implementation.
Her distinguished career includes significant leadership roles in major legal organizations, in addition to co-founding the highly regarded health law firm of Joy & Young, L.L.P. Young has served as Chair of both the American Bar Association (ABA) Section Officers Conference and the ABA Health Law Section. She previously chaired the State Bar of Texas Health Law Section, demonstrating her dedication to advancing healthcare law and professional standards. Her experience extends to academia, where she served as an adjunct professor of health law at the University of Texas School of Law.
Young earned her J.D. from the University of Texas School of Law, where she served as Chief Notes Editor of The Review of Litigation, following her M.A. in Latin from the University of Oklahoma and A.B. in Latin and History, cum laude, from Duke University. Ms. Young served as a law clerk for the late Jerre S. Williams, Senior Judge for the United States Court of Appeals for the Fifth Circuit.
