Louise Joy brings extensive experience in health law, focusing on regulatory, licensing, and administrative matters, and is Board Certified in Administrative Law by the Texas Board of Legal Specialization, a distinction she has maintained through multiple recertifications since 1995.
She represents healthcare clients in state and federal administrative proceedings, drawing from her unique background combining hospital administration experience with legal expertise.
Before entering law, she earned her Masters in Health Administration from The George Washington University and worked in hospital administration at Southwest General Hospital in San Antonio, Texas. Her practice includes Medicare Conditions of Participation compliance, Medicare and Medicaid provider enrollment, EMTALA compliance, healthcare facility operations and compliance with Texas and Federal laws.
Joy’s career path includes co-founding the highly respected health law firm Joy & Young, L.L.P., where she focused on state and federal administrative, regulatory, and operational health law. Previously, she gained significant experience at Fulbright & Jaworski L.L.P. and served as a briefing attorney for Justice Raul Gonzalez at the Texas Supreme Court.
She invests in the profession by sharing her knowledge through numerous speaking engagements and publications, including co-authoring Texas Medical Jurisprudence and authoring the EMTALA Practice and Resource Guide for the American Health Lawyers Association. Joy also served as a Director of the American Health Lawyers Association from 2002 to 2008 and as a member of the Health Law Examination Committee for the Texas Board of Legal Specialization from 2002 to 2007.
